LA VALUTAZIONE AMBIENTALE STRATEGICA QUALE STRUMENTO DI VALUTAZIONE DELLE SCELTE DI PROGRAMMAZIONE E PIANIFICAZIONE
Abstract
The assessment of the effects of certain plans and programs on the environment has been introduced in the European Community by 2001/42 / EC, the SEA Directive, which came into force on 21 July 2001 which represents an important contribution to the implementation of Community strategies for sustainable development by enforcing the integration of environmental concerns into strategic decision-making. At the national level the Directive 2001/42 / EC was implemented with the second part of the Decree of 3 April 2006, n. 152 entered into force July 31, 2007, as amended and supplemented by the Legislative Decree of 16 January 2008, n. 4 came into force on 13 February 2008 and the Legislative Decree of June 29, 2010, n. 128 published in the Official Gazette of 11 August 2010, n. 186. The environmental assessment of plans and programs that can have a significant impact on the environment, in accordance with clause 4 of the Legislative Decree n. 152 of 2006 and subsequent amendments and additions, “aims to ensure a high level of environmental protection and contribute to the integration of environmental considerations into the preparation, adoption and approval of the plans and programs to ensure that are consistent with and contribute to conditions for sustainable development".
