CITTÀ METROPOLITANE E TRASFORMAZIONE DIGITALE: ANALISI DELLE POLITICHE E METODOLOGIA DI VALUTAZIONE

Abstract


The future of cities and their development are closely related to their rapid digital transformation. To build this policy and implement the transition, it is necessary to start from an analysis of the needs of the territories and measure the results over time. Defining the performance of the city is essential to achieve better results for citizens and stakeholders. In literature, numerous studies investigate the relationship between city and innovation while few try to define a methodological approach to measure the public value produced by the use of digital technologies. It is therefore essential to focus on measuring the level of implementation of the digital agenda. The purpose of this paper is to assess the adequacy of the programs dedicated to Digital Agenda of Italian Metropolitan Cities and to provide a standard methodology for monitoring and measuring the implementation of the Digital Transformation at local level. The proposed scheme is general and scalable for different kind of local territory.
