LA CITTA' METROPOLITANA COME OPPORTUNITA' PER PROMUOVERE LO SVILUPPO INTEGRATO TRA AREE CENTRALI E AREE MARGINALI: IL CASO STUDIO DI REGGIO CALABRIA

Abstract


This paper proposes a reflection about the possibility of initiating a virtuous development processes within the Metropolitan City of Reggio Calabria through an adequate enhancement of the inner areas. The choice to make Metropolitan cities coincides with the old province acquires sense and reason only if the fate of weakest and poorest areas integrates with the one of the strongest and richest areas. Through the analysis of the various tools that have regulated the planning processes of the Calabrian internal areas over the years, the hypothesis to be developed in the paper is that the “Reggio Calabria metropolitan strategic plan” should be characterized by a more flexible territorial planning capable of creating networked projects, outlining a long-term general framework and taking into account that with different objectives different perimeters may correspond. A “variable geometry” which, while taking into account the municipal or inter-municipal administrative limits, pursues an integrated method, able to ensure the coherence between sectorial policies and articulated according to the different territorial divisions.
